 The first attempt to formulate a national system of education in India came In 1944, with the Sargeant Report. It recommended the formation of a University Grants Committee, which was formed in 1945 to oversee the work of the three Central Universities of Aligarh, Banaras and Delhi. In 1947, the Committee was entrusted with the responsibility of dealing with all the then existing Universities. 

The UGC was established in Delhi in 28, December, 1953 in pursuance of recommendations of the University Education Commission, 1948. It was given an autonomous statutory Status by an act of parliament in 1956.
UGC has played a major role in the library development of library and information science and promoting libraries and information services.

 

 Features of University Grant Commission ( UGC)

1)  Financial assistance to university and college libraries.

2)  Institution of Curriculum development committee (CDC) on library and information science in 1990 and 2001.

 3) UGC has recommended 6.5 % of the city budget for expenditure on its February.

 4) Establishment of National Information centers at Delhi, Mumbai, Kolkata, Varanasi and Bangalore.

1) Inter-University Accelerator Center ( IUAC). It was established in 1984 New Delhi.


2) Inter-University for Astronomy and Astrophysics ( IUCCA) located at Pune and, it was established in  1988.

3)  Consortium for Scientific Research (UGC-DAE) located at Indore and it was established in 1990.

4) Consortium for Educational Communication (CEC) located at Delhi and established in 1993.

5) Information and Library Network (INFLIBNET) located at Gandhinagar, and it was established in 1991.


6) National Assessment and Accreditation Council (NAAC) – Bangalore. established in1994.


7) Inter-university – National Relational Center, Usmaniya University, Haidrabad.
